Is this a fraud?

Caller said he is from the bank's 'cyber cell' and offered to reverse my transaction

This came a day after I filed a complaint. He knew the amount I lost and the date. He wanted me to install an app so he could 'process the reversal'.

This is the second-stage fraud that targets people who have already been defrauded. Knowing your amount and date means your complaint details leaked or he simply guessed from a list. No bank cyber cell calls you, and no reversal requires an app on your phone. Do not install anything.

I got the same call. He became aggressive when I said I would call the branch to confirm. That reaction is the tell.

SMS says my parcel is held and asks for a ₹25 redelivery fee

I ordered nothing this week. The message came from a number, not a sender ID, and the link ends in .top instead of the courier's usual site. It only asks for ₹25, which is why I almost paid it. Is this the fraud people are talking about?

Yes, this is the redelivery fee fraud. The ₹25 is not the target. The payment page captures your card number and the OTP you enter, and the real debits follow later that day. Do not open the link. If you already entered card details, call your bank now and block the card.

Same message reached me twice last month, both times around 9 pm. India Post and the private couriers send delivery updates only from registered sender IDs, never from a personal mobile number.

A quick check that works for me: open the courier's own app or website and search the tracking number there. If no such consignment exists, the SMS is fake.

Marking this answered. You can report the sender and the link at cybercrime.gov.in under 'Report Other Cyber Crime', and forward the SMS to 1909.
